NEW Cap 2012????

Hi everyone!!

Do you guys know when or which month of 2012, the new quotas will open as the cap for the previous year have been reached. Or is it the new cap for 2012???

I can see there is a change in the forms and a phd criteria is added. Would appreciate if some one can guide me with the above question.
