It's as simple as to answer the question: Did you stay for more than 183 days in a country outside of Canada the last 4 years? Assuming you apply this month then last 4 years would start from Oct 2013. Oct 2013 to Feb 2014 = around 150ish days (do calculate the exact days to be sure). Then also count the number of days you stayed out of Canada in the same country since you landed. If the total is greater than 183, then yes you will need PCC.
