This cannot be guaranteed as each certificate will only lead to a work permit not exceeding the duration of the program. Note that post graduate work permits are issued if the program duration was above 8 months but they cannot go beyond 3 years. Usually 3 year PGWPs are issued for graduates at a master's level. You should thoroughly read the program page for whatever college/university you consider, some of them give key details on work permits after the program.
2. Is it possible to change college after a certificate?
Yes, you should be able to. There is no law that requires one to study at any specific college. You simply need to meet the requirements for admission into your desired program at the college you prefer. 4. Is project management related with business analytics?
Not necessarily. To make it clear I'll ask: is project management related with computer science? So it is not really necessary but it does improve your career and marketability in the area as it would in computer science. Usually project management skills are key at a management level-if you are the head of an analytics section. In fact, managers of such teams who are not technical in the area are in some (if not most) cases required to have project management qualifications. If you are interested in having both, you may need to widen your search to the U.S. In the U.S you will find business analytics programs integrated with project management e.g. http://business.queensu.ca/grad_studies/mma/ . I am not so sure about colleges in Canada.
