My Passport has 17 months to its expiration date, and need to apply for PGWP extension

My Passport will be expired in Oct 2024, so there is only 17 months to its expiry, not 18 months. I applied for a new passport, but it will probably take 1-2 months to arrive, and my work permit expires next month, so I can't wait for the new passport.

I got an email yesterday from IRCC stating that I may be aligible for opt-in PGWP extension.
Can I apply with my current passport and get only 17 month of extension? This is what I got in the email:

To be eligible for this special measure, you must:

1) reside in Canada,

2) log into your IRCC Secure Account to

  • ensure that your mailing address is up to date,
  • validate that your passport information is up to date and has an expiration date of June 2025, or later, and
  • ‘opt-in’ for up to an additional 18 months.

This is not very clear to me because I know normally you can apply for PGWP as it is stated here:
https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=509&top=15

I wonder if this would be the case for this new measure with opt-in application.

And also I am not exactly sure why they require June 2025 expiration date, for only 18 months of extension, it should be some time in 2024...
