MPNP Refusal

My case got refused.MPNP was not convinced as my supporter was not living in Manitoba continuously for 1 year.His total stay in manitoba from sept 2015 to present is 2 years but with breaks(But they are under an impression that he is living in canada from oct 2017 to present).However he was in india from Oct 2017 to April 2018(Seems some miscommunication happened in interview).Now I need to put my application again.

I need an advice that should i put my application now as per them he will be competing a continuous 1 year in oct 2018.Else wait till April 2019 so that he can actually compete his 1 year continuously. Suggestions
