Hi,
With my poor knowledge, i would like to advise you to take IELTS and send it to MPNP as soon as possible.
Coz. Yes your file will be assesed accordingly to present eligibility criteria.
And you also know MPNP is going strict so on, you better submit your IELTS before they send you additional/missinf documents request.

And keep in mind they are MPNP not CIC or VO.
I mean they will only give you one or maximum two weeks deadline for docs submission.
As it happens with me. They ask me to submit within 8 days. And after tht they ask my sponsor to arrange two more things on 11 sep and they also inform me that i have to submit before 16 sep.
VO mostly allows applicats to provide docs in two moths (60 days).

And one more thing did you read the current checklist at CIC web.
Open it and see there is also IELTS required. So you have to submit it.
Now or later. But you have to.

any idea on timelines under general category (sponsorship by a friend)

and does the friend have to know you for a certain time before he can sponsor you ?

I applied on 11 Sept. got the AOR on 12th. SP2 on 13 Sept.

Will they accept additional documents even if they have not requested from me. Is it allowed to submit additional documents after application submission last June 11, 2013. Yes you can,
In my case i send thrm an email along with my file number and ask them, that i forgot to add my continuing study's transcript after a month. They reply me back and allow me. I couldn't send that for two days. Than they remind me again.
And everybody can conract them with his/her file numer and ask any query( should be a geniun question/request) .
You should take the result and scan that. Just send with your file number, yoy will receive intimation with in couple of dayd.

And maybe your file which is looking dumped, got charm and be placed in que for process.

Hi,
I do qualify for MPNP program. My friend got PR 1 and half years ago. He is living in Winnipeg from last 2 and half years. All my documents are complete. But i'm not sure about complete list of documents required from my friend sponsor. Please provide complete list of documents to be filled/provided by my friend sponsor. I'm only aware of the following documents required from my friend.

1. Manitoba Immigration Settlement Plan-2
2. Copy of PR Card
3. Copy of Manitoba Health Card

Please confirm documents listed above, are only required from my friend sponsor. Please add/modify the above list if any other document is needed from my friend sponsor. I need to apply online for the MPNP. Please note i have sufficient bank balance of CAD 10,000.

there is nothing for mind,
1 the original technical educations's certificate
2 employer number are unreachable for reference check

Program officer asks my sponsor not to me, and i send her(sponsor) the required
docs/information today.

now she will forward my email to MPNP.
let see what happen,

Hi,
As of July 1, 2012, most Provincial Nominee Program (PNP) applicants to semi- or low-skilled professions need language testing. This test will show whether your language proficiency meets a minimum standard in each of these four categories: listening, speaking, reading and writing.

This does not apply if you applied for a provincial nomination certificate before July 1, 2012.

Hi Congrats on receiving the LOA, interesting to note that it has taken so long to reach you. My sponsor was sharing that mail within Winnipeg has a 2 days transit time.
So, either the date on the letter was not accurately reflected or there may be more layers in the processing or the MPNP must be really busy to mail it out....
Anyway, best wishes for your next process...
