Hi everyone!Please shed a light on this especially the seniors.I have already consulted a senior and has followed his advise but another concern has surfaced.This is regarding my husband's request for a Police Clearance since he has worked in Iraq from 2004-2010 under the US contractors.
We were advised to call/email the Iraqi Emabassy in Manila and the one in Detroit but in Detroit no one is answering and they don't have an official email ad.In MANILA, I have talked to a personnel and he said they wont issue one since my husband has worked for the US government/contractors not for the Iraqi Ministry.And when i asked for a certification of non issuance, he told me that he also cannot issue one and he needs a request from the Canadian Embassy.
Does the Embassy( Canada) issue letter of request for PCC'S?

First of all certificate of non issuance is not the same as police clearance certificate. Also CIC or MPNP officials will not issue any letter in order to get a police clearance certificate. If you really need a certificate of non issuance letter from Detroit office, you have to show all your paper works from MPNP and CIC that you are planning to migrate to Manitoba and it is very necessary for you to get a certificate of non issuance letter.
2nd option, You can find the local police station in Iraq, your husband used to work that area. You can call them and get an instructions to obtain a police clearance certificate during that time 2002-2010. Also you need to explain to them about getting a police clearance certificate and you need to show all paper works that your husband used to work there. (e.g; payslips, bank statement, home address correspondence, bills etc.) Just bear in mind police clearnce certificate is not necessary to submit at CIC initial application stage, you may submit it later before getting your visa to Manitoba. So, you have some time to sort out this problem. Always, where there is a will, there is a way. Thank you.

Sept 27/13 : Nomination date
Oct 14/13 : Received the nomination letter
Jan 03/14 : PR application couriered to CIO NS
Feb 14/14 : Application returned (lacking 1 document)
March 05/14 : Application Resubmitted to CIO NS
Apr 08/14 : AOR notice received by email
ECAS : Application received (since then up until now!!!)
MR : I hope soonest
Passport Request: ???
Landed : ???

BTW my Visa Office is : Abu Dhabi

I would suggest you to send an email to mpnpsupporter@gov.mb.ca in line with your MPNP file number. You will get a response from them most likely. Also there is a website log in system whether you can log in using your ID number and password to check details of your application. The online system could be found in MPNP website. Thank you.

No body knows the exact time. But based on the past experience it may take 15 days to 1 month. All cases are having different nature,different visa office and visa officer so time may vary.
