This is a grey area. As a PNP applicant, you sign a document stating that you intend to settle in your PNP province. If you lie and do not intend to settle in your PNP province at the time you apply as well as land as a PR, you could be accused of misreprentation and having lied on your documents and this can cause your PR to be revoked.

However, as a PR, according to the charter of rights and freedoms, you have the right to live and work in any province.

Therefore, I would suggest that you really make an attempt to settle in your PNP province. If it doesn't work out for you there, you can move but at least make an attempt so that if immigration ever gets back to you and asks you why you left, you can say you tried but it didn't work out. Trying would IMO be a minimum of 3-6 months and definitely not a couple of weeks.
