Will I be liable to pay tax if I am a PR but

1. Living outside Canada
2. Supporting 2 dependent children who are living/studying in Canada (Ages 19, 21)
3. Have bank accounts in Canada including joint bank accounts with my children.

Having dependents in Canada is likely to make you a resident for tax purposes, thereby forcing you to pay tax on all income earned, regardless of where you reside. This is perfectly fair given that your dependents are using public services in Canada (subisidized or free education, healthcare, public infrastructure, etc.).

My husband is dependent.
Initially, we all plan to land and later my husband will leave the Canada and visit every six months.
I will settle with my 2 kids.
Whether my husband has to pay tax on his world income?

Yes, your husband will have to pay tax on his global income in Canada. If he is already paying taxes in another country, he may get a break if Canada has a tax treaty with that country.
