Minor's language requirement and interview

Hi all! I have two questions regarding a minor's citizenship application; it is for my son who is 16 years old. His application was filed paper-based in Sydney, NS and received in July 2022. Today his file is still pending citing Language skills - In progress. Other things completed on August 31, 2023.

1. If the language skill for a minor is not required, why is the tracker still pending as "in progress"? and

2. Is an interview of minor aged 14 to < 18 is mandatory?

Language skills is only needed for 18-54. Maybe its just a glitch and nothing will happen.
Never heard of read about any minor having an interview.
