CIC will not avaluate anybody "personally". Applicants will be chosen BY THE SYSTEM itself from the pool according to their points. When all applicants with the highest points in the pool will be chosen,and IF there is still need in more ITA to be issued then the system wiil pick from the lower ranked applicants, and then (it is an interesting moment!) if there are two applicants with equal points- the system will pick the one with the earlier date of application. (At least that is how Australian system works).
It is clearly stated that in case the lowest ranked selected candidates has same number of points, they will ALL be selected and receive ITA. Check the Draw section on CIC website, it is written there. :)

They pick by providing LMIA's - that's the point. :)

I cannot even get it to give me points. wondering what minimum requirements are. I have my language test done and credentials evaluated, But cannot seem to be eligible. Only thing I'm lacking, to my knowledge, is Canada work/study experience and a job offer. Any ideas?

One of my friends age is 37 Years 2 Months. As per Age points in Six Selection Factors of FSW ("hxxp://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp") , what points he can claim - 10 points (37 Age Group) or 9 points (38 Age Group) ?

Please suggest.

If he's 37, he will receive points for being 37, not 38.
