Medicals/POF for Canadian PR dependants

If an applicant is divorced and the ex-wife and children are already Canadian permanent residents, does he need to do medicals and show POF for himself and the children?

"To calculate the size of your family you must include: yourself, your spouse or partner, your dependent children and your spouse’s dependent children. This includes your spouse or dependent children who are permanent residents or Canadian citizens."

You need to show POF for the children but they don't need medicals.
