The problem will not be to enter Canada, but rather, to board commercial carriers. If you somehow make it to the port of entry, and establish that you are a permanent resident, then you may enter Canada by rights. This can be accomplished by presenting the landing paper and your passport.

Check the following link for more information, in particular, Section 11 (Examining permanent residents at ports of entry)

www.cic.gc.ca/english/resources/manuals/enf/enf04-eng.pdf‎

Once a permanent resident's status is established, the person may enter Canada by right and the immigration examination under IRPA concludes.
However, I'm assuming that you're not from a visa-exempt country? If that's the case, without the PR card, you will need to cross the border by land, since carriers won't let you board the plane that will take you to Canada.

A148(1)(a) prohibits commercial transporters from carrying a person to Canada who does not hold a prescribed document. R259 makes the PR card a prescribed document for the purpose of A148. As of 31 December 2003, valid PR cards or A31(3) travel documents are prescribed documents for establishing permanent resident status. Consequently, the PR card or the A31(3) travel document is the prescribed document for PRs, for the purposes of boarding a commercial transporter (i.e., aircraft, train or ship) bound for Canada.
So you will need to go to border towns in the US (such as Detroit, Buffalo, Niagara Falls, etc), then drive (or walk) your way back to Canada. Good luck.

Just to confirm what I said before in a more explicit manner :

If you return to Canada in a private vehicle, such as your own car, you do not need a permanent resident card. You can use your Record of Landing (IMM 1000) or Confirmation of Permanent Residence (IMM 5292 or IMM 5688) instead.

http://www.cic.gc.ca/english/helpcentre/answer.asp?q=064&t=10
I think that should clear up all doubts :)
