Marriage Certificate

I need to make our Marriage Certificate. Our marriage took place in Afghanistan, now I need to get this marriage certificate in Afghanistan, but it will be not easy you know what I am talking about from the government side they always give hard time for no reason. I was thinking to get it from Afghan console in Pakistan would this work?
