Permanent Residence Certificate ,--- what is this and where I can get this document

If you from pakistan then you can get this document from DC office.. it shows that you are permanent resident of this country ... this document often used university admission in your home town

Its not necessary it shows your ties that you are permanent resident of this country ... I already mentioned that this is detailed document checklist not required...
