Letter of Reference/experience for a govt employee

SINP website states that they are very strict about letter of reference on company letter head with email using official company domain, and land line number. The problem is, for govt officers there are no HR departments who can sign a letter of experience, beside that it is risky to tell the department/ministry about applying PR because it might be dangerous to disclose the actual cause of getting such letter. If any immediate senior or colleague becomes agree to give such letter it is tough to produce that on a company letter head using email having dedicated domain, beside that the posts are transferable and tends to change frequently, so by the time of background checking the officer who gave reference might get transfer to another position. There are many other ways to proove employment like, govt website have my name as an officer, or service book that contains all records of employment. The only problem is to get a letter of experience. Because as an employer govt Isn't a company.
What is the solution?

Your manager can give you one. or another manager in the company. get his business card too.. if he doesn't have one then time for a Christmas gift.
company letterhead is not a mandate.. just ensure you have a couple of other proofs like joining letter or salary slips. tax slips if they show anything relevant.
may be appraisal letters or emails.
you can put your official email or manager's too. cic is not going to email you so relax.
must write a letter stating what you did to try and get a letter from HR and why that failed...
