Leaving Canada after Landing without PR Card - Next what? TRV or Travel Document

A friend of mine landed in Canada after getting his visa, however, he had to come back after a couple of days without applying for the PR Card. What would be the next step for him? Would he need to apply for a TRV or for a Travel Document (Permanent Resident Abroad) to get back to Canada?

From what I read here in the forum, it seems he would have to apply for the latter. However, for some reason the people handling stuff for CHC here have instead asked that he apply for a TRV. Does this make any sense?
