It's just like us. My wife and I have degree from India and diploma from Canada. We submitted our diploma transcripts and certificates as our language proof. Though our citizenship test is not scheduled yet but as per the CIC agent our background checks are done and no additional information required as of now on our file. Hope this helps.

If you are ongoing student you have to submit 2 type of documents:

1. For Language Proof: As per CIC for language proof you need to submit either your Canadian high school diploma (which every student receives at a ceremony end of 12 grade completion) or a copy of transcript (photocopy). You don't need to submit Diploma and Transcript both, just meet one criteria.

2. For Education Record of last 4 years: Photocopies of Report cards from School and original transcript from university for current academic session for under graduate students along with a self printed letter from university student account which shows the student ID, full time enrollment and registered for academic session (as example Fall/Winter 2013-2014), program total duration (which is normally 4 years). CIC will look for full time study..

Biographical pages only. We provided whatever was asked for in the application package. Nothing more nothing less. But we applied in August 2013 so please check the updated document list for you.

I am not sure about EAL but for Manitoba, CIC will accept Progress report from Manitoba government issued since January 2009. Ensure your report indicates speaking and listening skills are at least at “completing CLB/NCLC level 4” or higher. If your report does not indicate above then you will need to have other proof such as high school diploma (learning method in English) or CELPIP score 2H or higher in both listening and speaking or IELTS.
