Korean Criminal Check Issues

Hello all, had a rather pressing question on the topic of obtaining a Korean criminal check in South Korea for the purpose of a Canadian Visa.

Essentially, the Korean consulate said that the forms had to be sent to Korea and the required criminal checks could only be done at a national police station in Korea itself. They signed off an the forms as notary figures themselves. All the necessary forms were mailed, received, and the person in Korea meant to take them to the station did so. The Canadian government afforded a month for this task.

Things get dicey with the response of the police station on Jeju Island (Dongbu, to be precise). They say, including the chief, that the forms for foreigners living outside of Korea can only be filled out in Seoul. I'm sure Canada's governmental site isn't wrong, at the least, and it only lists *a national police station* as needed.

Now, I'm wondering what the correct course of action would be. Would going to a consulate outside of Korea and telling them the issue be of any help, should the police station be tried once more, or should the Canadian Immigration Office be called, as, apparently, their information is incorrect? It's all rather trying and doesn't make sense as the station's response is definitely not what I would have expected. Thank you for any help/advice

Any advance on this question? I'm still struggling to get this certificate with no contacts at all in Korea.
