June AOR - Etobicoke IRCC transfer case to another IRCC office?

I am June AOR (more details in my signature).
My first GCMS note (Nov) shows my case is at Etobicoke IRCC
I got my second GCMS note this month, it says case final approved, COPR was created on Nov 1st at Etobicoke IRCC (remains as my Primary Office). And Secondary Office - Windsor IRCC (I live in Windsor, ON) was immediately added to my case.

Does this mean my case is transferred? Is this common? Is Windsor IRCC now the one decide when to release my PPR that I have been waiting for?

Any inland applicant has similar changes to your case?

Please do you by chance have Windsor IRCC email or any WhatsApp group for permanent resident applicants with Windsor as the processing office?
