Does the age affect an active application for a 14-year old child? I have applied for my son who is 14 few months ago and still waiting on the test. WIth the new change, does it affect already submitted applications for kids under 18 years of age?

In this special situation, yes, the test should be waived. Bill C-6 says regarding 5(2)(c) and 5(2)(d) which are the knowledge requirements for applicants over 14:

Knowledge of Canada and official language (minors) — pending applications
19 Paragraphs 5(2)‍(c) and (d) of the Citizenship Act, as they read immediately before the day on which subsection 1(9) comes into force, do not apply to a person whose application for citizenship was made on or after June 11, 2015 but before [Oct 11, 2017] and has not been finally disposed of before [Oct 11, 2017].
