ITA Receipants 57th Draw

Not to bring a negative vibe to the thread, but has there ever been a case where someone HASN'T been issued an ITA even though they were eligible (had CRS >= the cutoff)?

I did. But I filed on 21st. So does that matter

I was sleeping and suddenly I woke up from sleep (it is happening since waiting for the 57th draw), refreshed my homepage (the crs draw score page) and found 441 is the latest one.. I'm at 445

But.. I did not get any ITA or any other updates in the profile What is going wrong.. it says in the profile::
[Have I been invited to apply? : You do not have an invitation to apply at this time.]

What I will do... OH....................
