Of all the provinces in Canada, Quebec stands out in a lot of things both positive and negative when it comes to education and PR opportunities. This is due to Quebec being almost a separate nation within Canada. For people who don't speak french (French is the only official language unlike the rest of Canada), it can get very challenging not only to look for job opportunities after graduating but even for part-time jobs during studies, in Montreal, it's still manageable but outside Montreal, you need at least french on an intermediate level. Recently the government of Quebec has passed Bill 96 which makes it mandatory for companies with 25+ employees to only speak french, if found not complying with this, there will be penalties. Immigrants will only have 6 months to learn french after that no government services will be provided in English, not even police and medical services (though this will be challenged in the supreme court). When it comes to PR, the process is long 3-4 years, and requires french competency. As an immigrant, one already faces a lot of challenges and in Quebec, you have to deal with this at a higher level. Even English-speaking White Canadians are treated as second-class citizens, so an immigrant will face more. That being said, considering Quebec takes in lesser immigrants that means it doesn't face the issue that other provinces have, that is high cost of living, high cost of housing, and job opportunities which is an issue in other provinces but not so much in Quebec/Montreal. It is very multi-cultural and socially progressive and has probably a culture which they can call their own which is not true for other provinces.

Also, tuition is way cheaper and the education quality is excellent in Quebec. In summary, if you can learn french or work in IT which doesn't require french then Quebec can be a good option, otherwise expect way tougher life as an immigrant
