Is it possible to get a Temporary work visa while PR in process

My husband has a job offer and the potantial employer is ready to apply for a Labour Market opinion. Since his line of work is pretty rare to find in Canada, I thinkwe have a good chance of getting a positive answer. As a US citizen he could just go to the border and have it processed there. Is this going to affect the PR application?
Can someone please help out if you know anything about this. Thank you

What I understand is that his future employer needs to have the LMO approved before they can offer him the job. Once that happens he applies for the work permit, which would allow him to do only that job. I think he has to be in Canada to apply for the work permit, but I am far from being an expert.

He does not have to be in Canada to apply for a work permit. He can apply for one the same way as everyone else; his pending PR application will neither benefit nor be a detriment. It'll make no difference.
