Is it allowed to write by hand on a form (please see attached sheet)?

Does it have to be on the top of a form or in a section about which I wanna include more explanation?

Can't understand this monent. Plz someone explain what and where is allowed and not allowed to write on a form. Thanks

I don't know if it's allowed, but in our case we amended a name by hand on the Relationship information form, under Previous relationships, and our package was accepted. Maybe it depends on the officer or maybe it's allowed depending on the information written by hand, I really don't know
