Good call for posting this. I think it's just everything they expect to do outside of Express Entry and PNP. The comment at the bottom by the "Attorney David Cohen" says that neither of those are mentioned. But we already know that there's going to be changes in Express Entry, so I think that will be a news release by itself.

Whatever is mentioned in the plan is a long term plan that IRCC is going to follow, Express Entry & International Students is a ongoing process, they should be announcing changes this month or the next for sure.

a draw for people without pnp and lmia, will make huge differnce. Now more than 95% people in draws are pnp's and lmia's
