INITIAL PR CARD NOT RECIEVED AND NEED TO TRAVEL

Hi there, I need some help regarding my situation, I am trying to contact IRCC through phone but I am never able get to someone.
I landed in Canada on 13th March 2017 as permanent resident. I did not received my PR card until now. After contacting the IRCC through web forum they have told me that my card was sent to me back in april. My card was sent to the wrong address.
I have to travel to India in two weeks. can someone please help me what documents will I need on the reentry and how to get them.
I have applied for PR card but the processing to is too long.

PR card is mandatory to enter Canada, however, if you do not have a PR card, you can apply for the PRTD.

Just for clarification a PR card or PRTD is mandatory for a PR to be able to board a plane destined for Canada.

It will be easy for you to get the PRTD as you have a solid case
