How to arrange application? Like should i use paper clips to attach photos Etc?? Should i use any speacial kind of file

Plz explain how to arrange file ,,,sorry for asking this kind of qstion

1. Place documents in the order in which they are shown on the checklist. and place checklist on top of the documents.
2. Use paper clips instead of staples.
3. No special kind of file is required, I took my documents in a file which was returned to me by the Gerry's by saying that it is not required. It will be filed by the commission.
