In Canada but using Application for Study Permit Made Outside of Canada IMM1294

Someone told me that if you are in Canada, you can still apply for study permit with IMM1294.
When it's approved, they will just send you a letter and you have to go out of Canada/cross the border to the US and come back again to get the study permit.
The reason I am asking is because with IMM1294, it's possible to apply online.
Otherwise, the application has to be made by mail.
And, can I put a Canadian address in the application form?
Can anyone confirm this?

Not just a Canadian address, you will have to put your legal status in Canada as well.
