Hi There I'm in need of some advice!

I was in debt with the CCTB/UCCB tax department from January 2014 - May 2015. Over that period they collected somewhere around $10,000, both from my tax returns and my cctb payments.

I held a Visitors permit from June 2009 - November 2012 (Temporary Resident status).
In October I filed for permanent residency (Humanitarian & Compassionate case) and also for a work permit, at the same time. This was before my Visitor Permit expired.
My application was approved in March 2013 and my first work permit was issued July 2013. My immigration lawyers says during the time period of November 2012 to July 2013 I have what is called implied status. With all legal benefits as if I'm still holding a Vistor permit.

CCTB and UCCB will not grant me eligibility even though it's a law under the Immigration and Refugee act.

I'm at a loss and I'm not sure how to go about dealing with the CRA. I feel very cheated and wronged.
My daughter who is a Canadian citizen is also visually impaired.

This has really affected our livelihood in the past.
