My wife is a canadian and we want to move back to Canada, we are planning either apply the PR in Canada or in Hong Kong. Please advise which way will be faster.

As I am a civil and geotechnical engineer, will it be easier for me to apply PR as a professional?

In this case, apply PR in Canada is faster than Hong Kong. Processing times for PR in Canada is 7-8months and Hong Kong is 8-14 months.

I'm not sure if you can apply as skilled worker to immigrate Canada. See this link:

but the processing time for PR in canada also need to include the process time for granting the sponsorship which is around 42 days. So the total time for applying in Canada will be around 9-10 months. Please correct me if I am wrong.

By the way, during the time for waiting the approval of PR, can I work in Canada?

You can apply outland in Hong Kong if you are legally living in Hong Kong or a citizen there or you can apply outland through Buffalo if you are legally admitted to Canada on a worker or student visa. An outland application goes to Mississauga for about 6 weeks and then to the visa office where the processing time is as follows : http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp

Outland does not come with a option to get a work permit while you wait.

You can apply inland Canada if you are living in Canada even if you are just on a visit visa but it's then advised that you do not leave Canada during the processing because in case you are denied entry again for whatever reason, your application is gone.

An inland can get you first stage approval in 7-8 months, see http://www.cic.gc.ca/english/information/times/canada/process-in.asp#perm_res and at that point you would be able to get an open work permit but you would not get your PR right away. Some people get their PR a month or two after they have their first stage approval and some wait for 18 months or more.
