the more topics i read, the more confusing situation arises.
guys, suppose if an immigrant stayed for 365 days inside canada.
then he/she returned back.
because of parents health, he/she couldnt come back and his PR card expired.
Can he/she apply for travel documents at local embassy with just 350 days stay out of 5 years ?
Issuance of travel documents means authrities have accepted his case on H and C basis ?
Is it compulsory that at airport the IO will report him to immigration judge ?
Or the issuance of travel documents will save him from being reported at airport ?
If not reported with travel documents, can he live in canada for 2 years and then apply for PR renmewal ?

He can apply for a travel document and he should provide proof of his parents illness.

The embassy will decide if to give him a travel document or not. If he gets it, he can enter Canada without being reported.

He can then:

a) live in Canada for 2 years and then apply to renew his PR card without using H&C grounds.

or

b) use the same grounds as for getting the travel document to renew his PR card right away.

If he renews his PR card right away, he should however continue to stay in Canada for 2 years straight. If he leaves again with his new PR card and something happens, PR card is lost or stolen or destroyed somehow and he is outside Canada and needs to apply for a travel document again, they might not give it so easily.

thanks dear, but do u suggest with just 350 days out of 5 years stay inside canada, he will get any relief from local embassy.
moreover if he fell ill during that period, can his own illness be taken as a reason of providing relief.
in case of refusal of travel documents, what options are there ?

If he has good reasons like taking care of sick parents and can prove it, he has a chance of getting the travel document. If he himself was seriously ill, that could be a reason but taking care of other people is better. If he is refused a travel document, he will probably lose his PR.

The only other option is not to apply for a travel document but instead get a visa for the US and enter from the US crossing the land border. He should cross in a private or rented car. A bus will not let him board without a PR card or a travel document. He will then have to deal with immigration with his expired card. They will almost certainly let him enter but they could report him for not meeting the residency requirements in which case, he can appeal using his excuses of sick parents etc.
