I will be applying under the CEC Skill Level A (1221 - Administrative officer). My IELTS score is:

Listening-- 6.5
Reading--- 5.5
Writing---- 4.5
Speaking-- 7.5

I just want to make sure if I can apply...

Unfortunately no... As you need minimum of 6 in each inorder to eligible for noc a.... You need to re do the test...good luck

The requirement for Cat A is to have at least 6 points in All categories to be eligible. Your reading and writing is lower than that. Sorry

1221 is skill level B, Not A. Please refer to NOC matrix http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/html/Matrix.html
