You can easily get offer letter from some college or university but it will be hard to get visa and if you want to try your luck you can apply for visa because last year my friend got visa for January 2020 with same bands. His ielts was L 7,R 5.5, W 6.5, S 6. But i will advice you should give ielts exam.
