If anyone got less than required bands in IELTS, is there any chance he will be approved as only 2 points are missing in 67 total points required.

65 points? Extremely unlikely to be approved.

Hi PMM, thanks for ur prompt reply, but I am August 2007 Applicant under old rules and I have significant work experience. Do you think this can make a difference ?
