I really need help - Can I apply Outland via Buffalo or do not qualify

Hello,

I arrived Toronto 2 years ago, and applied for student permit, on Apr.09 I received my student permit is valid until Jul.31.10 and now i got married and want to apply to outland app via Buffalo

I have called several times CIC call center and always they gave me different answer now i'm confused, and i have my medical exam and need to write the Visa that will process my case and still dont know.

One agent at CIC call center told me that as long as i have been legal in canada for 1 year, as I am its ok
another told me that i have to be legal in US for 1 year, (i have my US visa from 2005 to 2015 i dont know if that counts)
other told me that if i apply outland i need to do it at my country were i was born.

Can anybody told me if they apply to Buffalo what is required

"You may submit your application for permanent residence to the Regional Program Centre in Buffalo if you have been lawfully admitted to Canada or the United States for a period of at least one year."

I went through Buffalo after living in Canada for one year, I had no issues.

I applied through Buffalo after a year in Canada as well.

If you were admitted to Canada with status valid for at least one year, you are eligible to have your application processed via Buffalo. Be careful, though, that you're able to get into the States in case you're asked to attend an interview.
