I am pretty sure that if the baby was born after the parents became citizens, then the baby born outside Canada is a Canadian.But the new rule said parents have to be Canadian citizen by born as you were immigrant and then got Citizenship So you might can't apply .

You can see below text from IRCC website dealing with such issueOk thanks what I understand if any one of parents ( mom or dad ) become citizen and the baby born outside Canada after their citizen then the baby will be citizen by descent .
