How to sent letter to CHC islamabad by University of Karachi

Hi all

Could you please tell me? what is the best way to submit letter to CHC Islamabad. I have problem with Degree from University of Karachi. It could not verified by CHC. University want to sent letter directly to CHC islamabad for clarification. Should it go with TCS DHL or there is a different way like regular mail.
