Hi
I got canada immigration in 2010. We went to Toronto stayed there for 1 month and came back. We got SIN cards, open an account in bank. Mean while we recevied PR cards for my children but for myself and wife did not receive so far. Currently i am working in saudi arabia. This year i am planning for pemanent settlement in canada.

For re-entering the canada, i think we (myself and wife) have to apply for 'Travel Document'. In the form IMM 5524E, there are few questions like question number 15,16 and 17 for residency obligation. How can i full fill this?

15. Write that you spent 1 month in Canada

16. No

17. No

Do not worry because as long as you are outside Canada for less than 3 years after you landed as a PR, you still have time to meet your requirement of 730 days before your first 5 years as a PR are up.

Hi Leon
Moreover after issuing travel document by concerned authorities, how long this travel document will be valid? Either 3 or 6 months.

Well, in my opinion and aim not sure, you request for a travel document will be rejected. The big question is why they have not sent your pr card. How did you leave Canada without getting the pr card. If I were the officer who will receive your application for a travel document, I will have my questions. Sorry man
This is what I feel and I know one who was rejected
I hope you will not.

They can not refuse him because he still has a chance to meet the residency obligation. This is defined here: http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#appendixA

If you have been a permanent resident for Five (5) years or more

* you must have been physically present in Canada for a minimum of 730 days within the past five (5) years.

If you have been a permanent resident for less than five (5) years

* you must show that you will be able to meet the minimum of 730 days physical presence in Canada at the five (5)-year mark.

He falls into the 2nd group, that is a person who is a PR for less than 5 years and because he is only outside Canada for 2+ years since he landed, he still has 2+ years time in order to meet the 730 days (2 years) requirement.

Most likely, his and his wifes PR cards were not sent because of a problem with the photos or something like that. It is not uncommon for some member of the family not to get a PR card for some reason. I heard of another couple recently where the husband and wife got their PR card in the mail but their kids didn't. It doesn't mean anything.

Your ability to get a PRTD depends on which date you landed in 2010. If you have been a PR for less than 5 years then at the PRTD application date you must either have 730 days of physical presence or if not then be abe to attain 730 days of physical presence at the 5 year anniversary of your landing date. If you landed later than May 12, 2010 (my response date) you are safe - I'm adding the one month you lived in Canada to take you to June 12, 2015. If you landed before May 12, 2010 then you need to have a compelling reason for your absence e.g. a serious medical condition preventing travel.
