how to get work permit for key staff of subsidiary company?

question from a friend:
he is going to set up a subsidiary company in BC, and need some key staffs -mostly technical ones, to come to Canada to work.
can he apply LMOs for all the staffs at the same time, or just one by one? is there any regulations?

There definitely are regulations i.e. things proving that employer tried filling those positions locally but couldn't i.e. having posted the jobs for a while through several media etc. Plus i think there might be some upper limit on what % of a company resource can be hired via twp. Basically you need to prove to CIC that the jobs are not being stolen away from eligible Canadians. If the technical staff and profiles that he needs are really short in Canada, it probably would be easier and tough otherwise.

But these are mere high level things i know of since LMO's are primary applied for by employers and it is mostly the employees on this forum.

The best way is to read details of "LMO for employers" sections on CIC website AND call CIC helpline while being in Canada.
