Hi,

I am interested to find a job in Canada. My qualifications are:

- 7 years experience as electrical design engineer
- Master in Engineering Physics

What is best: go to Canada as a visitor and try to find a job there or apply for permanent residence without a job offer?

Definitely on PR as not many companies would take the trouble for sponsorship. Alternatively you could come on work permit and later apply.

How is it possible to apply for PR when you are not in Canada and you don't have a job offer? Please clarify.

it's not. i think there is a word missing in that post. depending on someone's age, they can come to canada on a working holiday visa. if the person is specifically skilled, they may qualified as a federal skilled worker. otherwise,all work permits require a job offer from a canadian employer who needs to take the time and money to prove there are no canadians qualified for the job.

There are 50 "in demand" occupations for FSW in which a person anywhere in the world can apply for PR without a job offer, provided the cap hasn't been met. See here for the list of occupations http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp.
