As I understand it, you'll need to be at least a permanent resident (probably a citizen) to get a security clearance.

There are various degrees of clearance. For some you only need to have been in Canada for a certain amount of time, for some you also need to have PR and for some you need to be a Canadian citizen.

You do not apply for clearance, a prospective and authorized employer (such as a government contractor) does so on your behalf.
