Help with Global Talent program

Hi, guys! This forum has helped me so much in the past, I am hoping to get some info (anything, really).

A company in Canada has expressed interest in hiring my brother (who is in Romania) as a TFW. The person from this company responsible for hiring personnel (a good friend of my husband's) is not sure how to proceed. Everything is so overwhelming.

There is a Global Talent Stream which my brother would qualify for as he is a web developer (Category B) https://www.canada.ca/en/employment-social-development/services/foreign-workers/global-talent/requirements.html#gtol
I know there also needs to be an LMIA done by the company.

The rest is so confusing. I am so bad with understanding CIC and their forms. Could anyone try to explain how this would pan out?
What needs to be done and in which order? What would the fees be? Thank you so much in advance.
