Help - Visa Application Centre Question

I applied ONLINE Study Visa from Botswana. Botswana processing time in the CIC website shows 5 weeks.
Yesterday I talked to VFS Global office in South Afrca, which is my nearest, as there is no VAC in Botswana. Now they told me that my Study Visa processing time is not 5 weeks (as shown in CIC website), but 16 weeks as per South African Visa Centre processing time in CIC website. Is that true for online application applied from Botswana?

Please can someone reply if Processing time is taken from the Country that you apply OR the Country where you Visa is processed, in case of ONLINE application?

Hello, the vfs handle paper based applications. The 16 weeks thus do not apply for online applications. Been there recently, I was told 16 weeks too and then later upon clarifications they told me they do not know how online applications work as they only deal with paper based one.
