"Has <<name>> applied for PR before?" After rejecting an ITA

Hello folks!
Do we answer yes or no to the question- “Has <<name>> applied for PR before” after declining an ITA?
I had declined an ITA because of some reason and then answered the above question as “Yes”.
I have received a new ITA now and I’m confused if I should change it to “No”.
Also if I change my answer to “No” then will I have to provide LOE because I answered “Yes” before receiving the new ITA?

An ITA is not an application, as the name suggests, it is only an invite to apply. If you rejected the invite then you never applied.

If you get an invite to a party but don't accept it, you never went to the party.

Thank you so much for the explanation. Besides changing the answer to “No” should I also write a LOE for my misunderstanding? Because now when I change the answer to “No”, there will be a discrepancy between what I had answered before getting the new ITA and now.
