HEllo. Urgent Help needed!!
My wife's application was refused december 2016 due to proxy marriage (marriage certificate). I am yet to submit the new application and i am a Quebec resident. My wife recieved her Certificat de selection in her old application. So i am wondering if i can still use the old CSQ for this new application. Because there is a question in the Generic Application which ask "if you have already recieved the CSQ".

sHOULD I CHECK YES OR NO?

If I had to hazard a guess, I'd say OP lied about the spouse and child in order to stay a dependent in the mother's PR application, so the family is now excluded.
We'll theres lots of things that could exclude him. If he is currently living outside of Canada, he cannot sponsor anyone.

No, there are not lots of reasons to be refused as a sponsor. The list is actually very limited. Given the information provided, my guess is likely correct.

5 years didn't passed in your case...maybe this is the problem

This is only if you were sponsored by a spouse and you are trying to sponsor a different spouse at the moment. It is for the purpose of avoiding marriage fraud. This wouldn't be the problem in this case, you are incorrect.

EI is an insurance scheme that workers pay into and then draw from if needed. It is not welfare and therefore not an issue when sponsoring.

If IRCC had concerns about the financial ability of OP to support their spouse with the seasonal job, they would have simply requested more proofs; this is generally reviewed after Sponsor Approval anyways.
