global talent stream / inland applicant who's already working

Hi, guys.

I am currently on working holiday visa and falls under the global talent stream job code.
I was wondering if I can apply inland before the visa expires? or does the visa have to expire first and apply outside of Canada? I can't find the information anywhere on the website.
