Getting Passport request while outside the country

I'm asking this for a friend of my wife she is from Thailand. She got PPR today from Singapore visa office but while she was waiting she went to Australia for working and she told everything to CIC and everything is ok on this side. The question is, can she send her passport to Singapore from Australia and get it back in Australia or Does she has to come back to Thailand? Can the ppr be process at Sydney visa office? She would like to fly to Canada directly from Australia.

generally, passports can't be sent to/from other countries. her best bet is to notify cic about her current location and ask for permission to have her passport processed where she is. the request can be made by case specific enquiry on the cic website. there is no guarantee they will approve the request.
