Would it be worth it to pursue my post-grad cert in Winnipeg, Canada? Am I affected by the new PGWP policy for international student if my program will start next year?

No one can tell you if worth it. It is your life, career, money. You will need letter of attestation if not doing a PhD/Masters. Your program needs to build on education and show career advancement. What new PGWP policy are you referring to.
