What I personally feel is "DECISION MADE" is updated by CIC - Nova Scotia and PPRs are issued by local Visa Office (the one where your files are transferred). Both the processes goes parallel to each other with a small deviation. For Ex... If PPR is issued first, DM can be updated anytime between 1 - 10 days and vise-versa.

SLU: April 29, 2015
MR: May 9, 2015
Med done: May 30, 2015
TLU: June 6, 2015
Indian and FBI PCC reached Warsaw: July 1, 2015
DM (FLU): July 30, 2015
PPR: awaiting
